UGB Officiating Registrar’s Appointment Sparks Controversies

Malda, 25 May: The Students Federation of India (SFI) and the Chhatra Parishad (CP) - the students’ organizations of the CPI-M and the Congress respectively are not happy with the recruitment of Dr Madhab Adhikary as the new officiating registrar of the University of Gour Banga (UGB). Both of those organizations have demanded that the UGB authorities should get the long pending statute of the varsity passed immediately to ensure permanent appointment to key varsity posts. Vice Chancellor (VC) Prof Achintya Biswas, however, said that initiatives were taken to appoint permanent officers and to pass the statute.

This may be mentioned that since its inception in 2008, UGB has got four registrars in four years though none of them was permanent. Dr SS Bairagya, who was appointed officiating registrar on 24 November, 2011, did not like to continue after his term exhausted yesterday. Dr Madhab Adhikary, who is reportedly known to be a confidante of the ruling Trinamul Congress, was appointed officiating registrar yesterday by the VC. 

SFI district secretary Animesh Sinha said, “It’s unfortunate that the GBU’s key posts are still being managed by officers appointed on temporary basis. It definitely affects the functioning of the varsity.” Indirectly claiming that Dr Adhikary is close to Trinamul, Sinha said, “Those should be recruited to such key posts who don’t have any political bias.” He informed that the SFI would soon commence movement in this regard.

CP district president Prasenjit Das, however, was quite candid in his statement. “During CPI-M’s regime Dr Apurba Chakraborty, a yes-man of the CPI-M was appointed registrar. After the change in the state power, if the trend of political appointment continues, nothing can be more unfortunate than that,” Das said. He added that CP would also start movement demanding permanent appointment officers and approval of the UGB statute.

A section of officers have also expressed their dissatisfaction over Prof Adhikary’s appointment. “Dr Chakraborty’s appointment as officiating registar was questioned because he was a mere assistant professor. Now, we see the repetition of the same story. Dr Adhikary is an assistant professor and moreover controversies had cropped up over appointment of some contractual employees to the confidential examinations department when he was officiating controller of examinations,” said an officer in presence of other officers on strict condition of anonymity.

VC Prof Biswas said, “Dr Bairagya intimated his reluctance to continue at least thrice. I had to appoint someone who has at least some administrative experience. Dr Adhikari served as the officiating controller of examinations (COE) before.” “We have already advertised for a permanent COE and a security officer. Registrar post is still sub judice. Hence, we have no other alternative than to appoint on temporary basis,” Prof Biswas added.

He also informed, “All sorts of initiative have been taken to get the statute of the UGB passed. I’m leaving for Kolkata tonight and would meet the education minister Bratya Basu. I would again raise the issue before him and see how soon it can be passed.”
