UGB VC Accused of Passing Huge Amount of Bills Keeping Finance Subcommittee and Varsity Council in Dark
MALDA, 13 JUNE: With the change of regime, there might be change of policies. If for the government it is nothing new, it came as a shocker when new vice chancellor (VC) of the University of Gor Banga (UGB) is allegedly out to change even the committees formed during the regime of the former Vice Chancellor. Even the University Council (UC) formed at the behest of Higher Education Department and got the nod of the education minister was allegedly ignored by the present VC.
UGB is rocked with fresh controversy when the new VC is accused of ignoring the UC to take decision and even pass bill amount more than few lakhs. No meeting of UC was convened and the finance subcommittee that was formed just two months back by the UC was bypassed to pass the bill. The allegation against new VC has taken such a proportion that the UC members demand the removal of him.
It may be recalled that 15 member strong University Council (UC) of UGB was constituted by higher education department in February this year (no 170-EDN (U)/1U(GB-1/12 dated 23.2.12). Apart from Samsul Haque of Gazole College and Partha Chakraborty of South Malda College, only Pijush Das of Kaliaganj College figured in the council who belonged to this university. Besides, Swapan Chakraborty, Director General of National Library, Chinmoy Guha of Rabindra Bharati University, Aveek Majumder of Jadavpur University, Dulal Ghosh of Presidency College, Siddhartha Roy of Kalyani University, Siddharta Majumder of College Service Commission, Chittaranjan Mandal Chairman of School Service Commission and others found place in the committee.
The committee held a meeting at Malda on 25th March when different sub-committees including Finance Sub-Committee, Building Sub-Committee and Purchase Sub-Committee were formed.
However, Gopa Dutta, the then VC handed over the charge to her successor Achintya Biswas on 14th May. Since then no meeting of UC was called. Instead on 7 June, a meeting of ‘finance supervision committee’ was held without the knowledge of the most of the finance subcommittee members. It has been alleged that norms have been grossly flouted as despite the existence of a UC approved finance subcommittee, VC made finance supervision committee that has allegedly no provision as per the varsity rules, huge amount of bills amounting few lakhs were passed in this meeting which included the bills for furnishing the new VC’s residence as well. The bills were paid on the next day. UC made building sub committee has also been allegedly reconstituted by the new VC.
Prof Dulal Ghosh, former Presidency College teacher and the member of Finance subcommittee of UC reacted sharply to this incident. “We were kept in dark. At least five of UC members have also expressed their reservations against such unauthorized activities of Prof Biswas. This goes totally against the university norms. VC by no means can do such whims. We demand that VC has to pay the bill for furnishing his residence himself. By such an unauthorized decision VC has fallen in the removal clause of new university ordinance of the state government.” Prof Ghosh said that complaint was already lodged to Prof Sugata Marjit, Chairman of state Higher Education Council.
VC Prof Biswas, however, conceded of that meeting but said, “Whatever had happened was held following the university act. Those who have raised the question don’t know the rules properly.” Members of ‘supervision committee’ like Prof Partha Chakraborty, Gobinda Basak too conceded that they attended the meeting and passed good amount of bills.
